SCOTUS Gun Watch - Week of 11/4/25
Last week, the Court distributed four major petitions concerning the Second Amendment rights of 18-to-20-year-olds for conference on November 14: NRA v. Glass, Paris v. Lara, McCoy v. ATF, and West Virginia Citizens Defense League, Inc. v. ATF. All four petitions challenge laws prohibiting adults under the age of 21 from purchasing firearms. McCoy and WVCDL involve the federal provisions restricting handgun sales, whereas Glass and Paris implicate Pennsylvania and Florida laws respectively.
On October 22, a petition was filed in Gardner v. Maryland challenging the state’s handgun licensing regime as applied to interstate travelers under the Second Amendment. The petition also raises a Full Faith and Credit Clause challenge to Maryland’s refusal to recognize a Virginia concealed carry permit. Petitioner argues that “Maryland’s categorical non-reciprocity lacks a historical basis under Bruen and burdens over 20 million permit holders.” Maryland has waived its response.
