"AN ACT
To incorporate the town of Ripley, in the county of Brown...

    ...Sec. 4. That the said town council of Ripley shall have power to ordain and establish laws and ordinances for the government of said town, and to alter, amend and repeal the same at their discretion, and by such laws and ordinances, to provide for the safety, peace, and good order of the inhabitants of said town...to regulate the sale of gunpowder therein..."
