“ARTICLE III.
Of the Common Council…
…§ 12. The Common Council shall have power, and it shall be their duty, annually to raise by tax on the real and personal property in the city…
…§ 13. They shall also have power within the city to…to regulate the location of slaughter-houses, markets, stables, and houses for the storage of gun-powder and other combustibles…”
